Documenta’s casualty recording project, “Human Losses in Croatia 1991 to 1995”, was established in 2008 due to the fact that fourteen years after the end of the war there was still no such credible, verifiable and indisputable record. Documenta believes such a record is needed to prevent political and ideological manipulation. Such detailed information is also needed for institutions and organizations involved in processes of justice (the domestic courts, the ICTY) and the construction of long-term peace and reconciliation. Documenta also believes that it is the duty of every society to understand the victims of war not simply as numbers, but as people with names.
