conflict deaths in Somalia: briefing for 63rd Human rights council

Every Casualty Counts and three members of the Casualty Recorders Network based in Somalia prepared a joint briefing for diplomats, ahead of the dialogue on Somalia at the 63rd Regular Session of the UN Human Rights Council.

The briefing included details of specific incidents including mass civilian casualties where no official investigation appears to have taken place. It also highlights the obstacles faced by researchers attempting to document casualties.

Our briefing calls for the establishment of effective, transparent national casualty recording mechanisms in cooperation with civil society, and the prompt, independent and impartial investigation of all reported incidents of civilian harm.
