This presentation to the Group of Friends on the Protection of Civilians was given by Elizabeth Minor of the Every Casualty programme at the Oxford Research Group, in May 2012.
The presentation focuses on the role of casualty recording in relation to upholding the UN’s Protection of Civilians in Armed Conflict mandate, including:
- monitoring IHL compliance of parties to conflict;
- evaluating the effectiveness of operations;
- supporting accountability.
The presentation demonstrates the range of methods used in casualty recording, the associated benefits and challenges, and which methods are most effective in different circumstances.
