During the 48th session of the Human Rights Council, Every Casualty and the State members of the Core Group on Casualty Recording hosted an online side-event examining casualty recording in Syria. The event explored how individual casualty records are produced in an active conflict and how this information contributes to international investigations and accountability mechanisms. It also examined how casualty records have been used in other conflict and post-conflict scenarios to support accountability processes and uphold survivors’ right to truth.
The event was hosted by the Permanent Mission of Liechtenstein, with opening remarks from Ambassador Kurt Jager, and it was moderated by Crotian Ambassador Vesna Batistic Kos. The panellists were:
- Hanny Megally, Commissioner of the Independent International Commission of Inquiry on Syria, previously Director of the OHCHR Asia, Pacific, Middle East and North Africa Branch
- Sarah Asfari, Team Leader at the Violations Documentation Centre, Syrian Center for Media and Freedom of Expression
- Roger Lu Phillips, Legal Director at Syria Justice and Accountability Centre
