Drones and the legal obligation to record casualties: Presentation by Professor Susan Breau

On Thursday 23 June 2011 at the Geneva Centre for Security Policy, Professor Susan Breau, Senior Legal Consultant to the Every Casualty programme at Oxford Research Group and Professor of International Law at Flinders University, presents her paper on states’ obligations under international law to record civilian casualties of drone strikes.

“It is high time to implement a global casualty recording mechanism which includes civilians so that finally every casualty of every conflict is identified. The law requires it, and drones provide no exemption from that requirement”
